State Materials Business Owners Need For Phase-One Reopening



Governor Cuomo confirmed the Capital Region can begin phase-one reopening on Wednesday. An announcement press release was distributed Tuesday afternoon.

The Governor’s office last week released guidelines and business safety templates for phase-one industry businesses. As of Friday, May 15, select industries in regions of the state that met seven public health metrics were allowed to start reopening. As of May 20 the Capital Region will have met all seven metrics, the Region will be able to begin reopening.


Business owners must read the “Detailed Guidelines” for their industries and provide their digital signature affirming they have read and understand the document. A Safety Plan does not need to be submitted to a state agency for approval but must be retained on the premises of the business and must made available to the New York State Department of Health (DOH) or local health or safety authorities in the event of an inspection. Information for all phase-one industries is below.
